It was the administrative centre of the earldom of Cornwall, and after 1227 Richard of Cornwall added a high tower so visitors could look out over his lands. When the earldom's administration moved to Lostwithiel the castle declined and became a gaol, criticised so heavily for its conditions that it was nicknamed Castle Terrible; by 1842 the last prisoners had moved to Bodmin. The motte, keep and high tower still stand.
